Professor at the Department of International Law at UPEACE. He joined UPEACE after a career spanning over 30 years with the Office of the United Nations High Commissioner for Refugees (UNHCR). He is also an international consultant for the United Nations. Professor Riera-Cézanne is an expert in multilateral consultations and negotiations concerning populations of concern to UNHCR, as well as humanitarian affairs. He is a graduate of Yale College (Bachelor of Arts cum laude, SY 1977), Columbia Law School (Juris Doctor, 1981), the Parker School of International Law (Certificate in Public International Law, 1981), and completed studies at the Hague Academy of International Law (private international law and public international law). He also pursued doctoral studies at the Graduate Institute in Geneva (L’Institut de Hautes Études Internationales), Switzerland. He is keenly interested in international migration and the impact of climate change on human mobility, is one of the architects of the Nansen Initiative, and founder of the Latin American Observatory on Human Mobility, Climate Change and Disasters at UPEACE. He directs the Observatory.
